Unable to create a partition on my laptop

unable to load windows 7

and unable to create partition.
error message shows: windows is unable to install to the selected location. error:0x80300024

to ensure that all windows features work correctly, windows might create additional partitions for system files.

and tried to do diskpart using cmd. shift f10

disk list shows blank.
tried with disk 0

but its show big error message
