Yahoo Mail - I can't return emails or access my settings icon bar

In just the last hour I am unable to return emails or access the settings bar in my yahoo account

Did you pay the internet bill?

Your ISP is experiencing an outage?

You have given us no details regarding what you have done to attempt to trouble shoot the issue. Can you browse the internet? Do you use OUTLOOK and not the web interface? Details please!
