Atypical Lock-up at Start screen

Hey, uh . . .
I've been reading through all these other questions, but so far I haven't found an actual, helpful answer as of yet.

The situation is this ;
I bout a new video card to replace my old one, and I was reading through, and it said to uninstall my video drivers.

Which I did.
After my computer restarted, I realized something went horribly wrong.

Basically, my USB mouse and (I think) PS keyboard lock up as soon as I hit the login screen.

So far, going into safemode has done nothing, unplugging mouse and keyboard brings similar results.

Interestinly enough, ithe keyboard 'does' work, at least, until ... I get to the Windows Startup screen.

Then everything stops, and I restart, and repeat the process.
Please help me ...
