Is it in this in the browser or are you using an app? What is the specs of your windows 10 machine? Also, because you are using a streaming service, what is the bandwidth you are using? Is it wifi from land based ip or mobile hotspot?
There are mutliple reasons why it is not working but you have provided us no details about how you are using it.

I am using it over wi-fi
Who is your ISP?
Not enough bandwidth is my guess. You failed to answer a majority of my qualifying questions, so.....must think it is ypur signal. What speed do you expect from your wifi? How far away is ypur wifi access point? Does ot freezeif you place it on ethernet? What channel band are on you on?

Hello, it doesn't appear that Windows has provided a fix for this problem yet.
A possible work around is streaming Netflix via the Edge Browser. Netflix streams will still be in 1080p (so there's no drop in quality).
I saw this page which has a number of possible solutions.
Regards

Some of the reasons why the Netflix freezes on Windows 10 are-
Wrong Date and Time, check the date and time of your PC, if it is wrong then correct it
Check and verify the Netflix server, there is chances that Netflix server is down
If you are using any VPN then disable it
Check the temperature of your CPU & GPU, if it is high then close the PC for some time and then restart it.
Check your internet connection, if the connection gets failed, the app gets freeze
Reinstall the Silverlight Plugin
Troubleshoot network connection
Re-install the Netflix app
