Hi,
Make sure that you've the latest version of WhatsApp. If this is the case, go to WhatsApp's Settings > Contacts and check the option Show all contacts.
If some of your contacts are not based in the same country as you, try adding their country code to their phone numbers. To find out the country code, see: International Dialing Codes.
In case your contacts still won't appear, check that WhatsApp has full access to your contacts list and try restarting your phone.
If that doesn't work, make sure that the missing contacts have a WhatsApp account.

Thanks for your further reply. Checked the up-to-dateness of whatsApp and did the refresh you suggested - no change to the restriction.
I'm going to investigate the 6 names that come up to see if they have anything in common.

If you are talking about sharing a photo received/sent on WhatsApp and you want to forward it to some other contact then instead of reaching the "three-dot" menu. Just long press the photo in the messages and then select the forward icon which will be a right arrow beside the share button - it will open up the WhatsApp contact list.
If you want to send the photo from a Gallery then Click on Share and then select WhatsApp. It will show all your WhatsApp contact.

Try uninstalling the application and reinstalling it again.
Before you uninstall it, backup your WhatsApp data as explained here.
Once you've reinstalled it, here's how to restore your WhatsApp backup.

Thanks for trying to help but still at a loss.
Sorry that second line should have made it clear that these lines exist on my phone

You can also try the following to refresh the contact list in WhatsApp: tap on the New Chat icon, select the options menu (3 vertical dots) and choose Refresh.
