So I HAVE to use the url method to insert an image into the signature of my work gmail, but I can UPLOAD images to my signature on my personal gmail.
Why is that? Can my company's admin allow for uploads in settings somewhere?

Hi,
If the image is stored on Google Drive, your company must allow you to share images publicly from there, in order to add an image as a signature.
