Pc is on but no display

Hello, mine pc is on but no display on screen the fans are spinning fast but hdd activity light is not even blinking though. I have tested changing ram in both slots in every way, tested with new psu with enough power. Cleaned processor motherboard everything nothing worked is it a processor or motherboard problem or what

Your PC's display may not be working mostly due to frayed or broken wires. Other causes might include an improperly configured display, a troublesome GPU or RAM, an improperly configured BIOS, malfunctioning peripheral devices, or a bad power supply 

If you get the "no display on boot" issue, you should examine your power connections. Between the power outlets and the computer or monitor, there might be some connection issues.

You could attempt to reset your BIOS settings. You may use this technique to see whether the RAM is the issue here. Your computer does a POST (Power-on-self-test) when you turn it on to make sure all of the hardware has been detected before starting the BIOS. If the RAM is operating properly, it also indicates that on-screen. You can reset the BIOS to address a variety of problems as long as your display is powered.
