Hi,
I've checked some of the videos and it seems that it's an humain voice, not a TTS. Either he's only the author of the account, or he's a voice actor for video narration.

Simply open TikTok, tap on the "+" button to create a new video, then select "Sounds" at the top of the screen. You can use the search bar to look for the voice or sound you're interested in.
