Hi,
This message means that Instagram is currently reviewing your account and during the process, your account can't be used. You may have to wait a few weeks before their review is completed.
Here's also an article on how long does it take to review an account. The article mentions Facebook, but it also applies to Instagram as they're part of the same company.
