Hp a1600n desktop powers nothing on screen

Hello,
I've got a hp pavilion a1600n desktop that will power up but will not show anything on the screen. I checked all connections and tried another monitor but I keep getting a "no signal" message when I power up the monitor. Is this possibly a video card issue? Any help is appreciated (xp home media edition)

Dear Sir,

this is may be due to your graphic card... If you can, just try to remove the graphic card and place it back again!! if the problem persists just contact a Computer technician!

I highly doubt he can take out the graphics card considering it is an integrated nvidia graphics chip on the a1600n. It is either you cpu, mb, or psu. Hard to tell which from information given.
