My email got hacked

Hello, my email got hacked by someone i know..his email is h.mosawi_10@hotmail.com. but i cant contact him he blocked me in everywhere .. i tried to change my password but i couldnt .. i tried to change my question but i couldnt ...someone pleasee help me :'(

hi,

you will not be able to get back the account.

you will have to create a new one.
