Vista touch screen

Hello,
I have a aspire laptop. my problem is that it was shutdown on sleep mode, and when I turned it back on the
the sign in screen has the arrow froze and it won't let me do anything except shut down. I sometimes can
get into the boot screen and I tried to use the arrows to get to the safe mode but it won't let me. I even took the battery out and tried to reboot it. I tried to use the vista cd to reprogram it . I am at my witz in can any one help me? I also think that maybe the battery may need charging . thanks for your help

hi,

remove the battery, press and hold down the power button for about 20 seconds, put back the battery, allow the laptop to charge fully and then try to switch it on.

check the results.

if the problem persists, reinstall the OS.
