What i have done before when i ahd your problem, was to email itunes support and simply tell them this "I have recently had a hard drive crash and did not backup any music/files etc. and would be thankful if you could send them to my accoutn for redownload"
thats it... they usually take 1-3 days for response time untill then just wait and once they sent you will be given instructions on how to go about downloading them from itunes back into your account
