Have a read of this link
https://askbobrankin.com/fix_mbr.html
it will explain how to fix your mbr.
there are no msdos files on the cd as such.
but, if you go to this location
http://www.bootdisk.com/bootdisk.htm
and download the win98se oem version
it downloads as an .exe file. when run it will ask for a fdd in A: if you have an A: drive all well and good. but by the fact you are trying it with a thumb drive i'm assuming you don't have one. Fear not all is not lost.
download winimage
http://www.winimage.com/winimage.htm
and you can extract files from fdd img files.
just extract them to a folder and tell the hp usb utility where they are.
