Admin Virus

Even in safe mode I cannot access the start bar. All of my desktop icons are gone. I've tried the safe mode for the "admin" instead of "owner" but that doesn't work either. I tried to recover, but that is now under a password.

Sure it is a virus so you have to do a scan or use the proper software to remove it, if it's not too late... or else the only solution is to format.
