Try to reinstall the bluetooth driver and try again.
If you using Vista on your Dell Inspiron 1721 here is the link for the bluetooth 355 2.0 driver:
http://support.dell.com/support/downloads/driverslist.aspx?c=us&l=en&s=gen&os=WLH&osl=en&catid=&impid=&SystemID=INS_PNT_PM_1721
just scroll down to network and the last link is the bluetooth driver.
If you are using XP then you have to use a different driver (as that one is only for Vista) you can try going to this one (it has been said that these two laptops use similar chipsets) just make sure that it says XP at the top under operating system :
