Try right clicking on your shortcut for Google chrome:
> open "properties"
> where it says Target "c:\...\etc" add the phrase -enable-javascript at the end
Once that it done it should look like this: "c:\...\etc" -enable-javascript
Let me know if this helps. If it doesn't you could try to reinstall Google chrome, and if that doesn't work... then I would suggest using a different browser to do your banking.
