Laptop Trouble

Hello, I'm having some laptop troubles. When I start it up, it just goes start to a black screen where it says to either start normally or Start with Safe mode Etc. And when I click one, it acts like it'll start up, but restarts again. ): Help!!!

Please access to the system in safe mode and have the system restored.
