Windows cannot start needs a file restored. Closed

Question

Hello,
My 8200 Dell Dimension (Intel Pentium) will not start windows and I get this message:
"Restore file, windows could not start.  <windows root>/system32/ntoskral.exe.
Please re-install a copy of above file."

I have tried running the installation Windows disc but can never get a boot order or anything that will point me toward the reinstalling Windows.  Can you offer suggestions?

Dear Sir,

This is an essential file, please look for it on another PC and copy it to yours. This should fix the 

problem.
