Recovery disc for dell inspiron 6000

Hello,
i have a dell inspiron 6000 I got from a friend for 20 bucks and when I turn it on I get an error message saying that a file is missing or corrupt system32\config and I did some reserch and found that I could fix it with a recovery disc. but I cant turn the comp on to make them and dell is worst place ever when your warranty expires.
