Hello,i need help

i los my start menu tool bar and i can't get it back every single time i turn on my computer there is No Start tool bar and a program says activate windows and i try to activate it but it says it failed i really need help becouse i need it to do homework and stuff like that so please someone help me get my start menu toolbar back

like it's completely gone?

hmmm...press this button on the keyboard it's a "Windows logo key".
Press it and see what happens.
