Write Protected Pen Drive

Hello,
Dear Jegan,
My 4 GB Mp3 Drive is not working. When I format it, it shows "windows was unable to complete the format." I also used to format by Hp format tool & Cmd prompt. But the condition is same. I also checked Regedit but there is no file named:- "storated­evicepolicies." As you have written in your coloumn.
Please tell me what should I do to repair it.
