Blue Screen Of Death

ok this is my problem this is what my blue screen of death comes up when i try to do a wipe and reload it says "

A problem has been detected and windows has been shut down to prevent damage to your computer.
If th is the first time you've seen this stop error screen, restart your computer. if this screen appeears again, follow these steps:

Check for viruses on your computer. Remove any newly installed hard drives or hard drive controllers. check your hard drive to make sure it is properly configured and terminated. run chdsk /F to check for hard drive corruption, and then restart your computer."

but when i just try to boot up regular it says:
Windows could not start because the following file is missinf or corrupt:
<windows root>\system32\ntoskrnl.exe.
please re-install a copy of the above file


and the whole reason why this is happening is because somebody restarted the computer in the middle of a system restore.
