Windows root system32 hal.dll

Hello,
i have just got a notino ul100 notebook laptop for christmas and everytime I put it on an error message comes in saying that windows cannot start because windows root system32.hal.dll is missing or corrupt please reinstall a copy but the thing is I havent a cd drive so is thier another way I can reinstall it?

Microsoft lists the following cause for your error message:

This issue may occur if the Boot.ini file is missing, damaged, or contains incorrect entries.

I would return the PC and obtain a new and functioning replacement.
