Hi Baba,
Well recovery partition are nowadays present on all newly manufactured computers/laptops. This is used to restore your machine to its original state just as you startup your system for the first time with windows already activated,all drivers installed and other utilities. You will get shortcut/hotkeys on startup to restore your system to
factory default settings. This option can only be used till you do not format your C: or D: drives using a windows installation disc.
Since you formatted the C: drive of the system it cannot be done directly either from boot menu or recovery manager in program files. But certainly you can recover it by using recovery disc and booting from it wich will restore both drive C: and D:.
If you did not create or do not have it, you can download it from official Toshiba website for which you will have to pay a fee. Its not free as it contains windows activation key,Follow link below to get to the official Toshiba and request for recovery disc:
