Problem with restarting PC

Hello, I have a Windows Millennium Edition PC I am working on and its having problems restarting. It will act as it would when restarting but the screen does not show and the PC will have the hard drive light on for a few and then it seems to freeze. It does fine if I shutdown then turn it back on but restarting it is a no go. Any help on this would be great.

hello,

may be the pc is lacking of resources like memory but before tell me something what is the configuration of the pc and what are the programs installed on it?

I don't understand what you mean by configuration but the programs are BackWeb, HP Internet Center, HP Scanner Copier Enhancer, Microsoft Works 2000, NVIDIA Windows 95/98/ME Display Drivers, and One-Touch Multimedia Keyboard. Oh and by the way it has 448 MB of ram so I not very sure its the resources. And its got a Pentium 3 1Ghz
so its not too slow either. Hope this helps in some way.
