Secure wireless router on desktop to laptops

Hello,
The electricity went out the other night and it messed up our linksys connection. It also made my wireless internet on my laptop no longer secure. I cannot access 192.168.1.1
The main desktop computer in the house has the linksys router connected to it. My dad changed the IP address to 192.168.2.1 and I still cannot access the webpage to secure my wireless internet on either the laptop or the desktop. I do not know what to do since I can't access the 192.168.1.1 webpage to change all the settings to secure it again.

Any feedback or advice is greatly appreciated! Thank you for your time in advance.

There is a reset switch on the back of most routers. You put a pencil into a small hole and hold it down for 30 seconds. That resets the router to the default factory state. You should then be able to set it up with a new SSID and password.
