Hello,
There is a way around to this but we need more info.
When you go into safe mode although you have no icons, do you have a start button that works?
What do you mean by "anit virus is only popping up"? Please explain.

In safe mode i have nothing,its a virus protection i push alt f4 and it comes back in like 2 mins
if i go in cmd safe mode i can do everything i looked around on the internet and i try unlock the task manger that dont work

It is extremely difficult as it seems that have nothing to work with.
Would you try reinserting your Windows disk, reboot if necessary and see if it gives you the option to repair.

Dear Sir,
Please press the Windows key on your keyboard and see whether you get to navigate through All Programs> Accessories> System Tools and then select System Restore. Yet try right clicking on the desktop and getting to Arrange Icons, select Show Desktop icons first. Please indicate for further help.
