My desk top pc will not start up

Hello, my friend gave me his old pc and told me it had been infected with a virus and will not "turn on".

when i plug it in, and push the power button ,all i get is a alarm and then nothing else no fan noises or any thing.

am i able to do something about this with out taking it to a repair shop?

check the memory it might be to bad replace it with another one, remember to replace it with the same size that will be supported by that motherboard of that PC
