Problem with Mouse and Keyboard

On my Windows 95 desktop, the mouse recently stopped working, but after swapping out numerous ones, I found out it was not the mouse. It comes up on the start up page with the message 'Windows can not detect a mouse. You can either insert a serial mouse now, or place a mouse in the PS/2 mouse in and restart.' My keyboard does not respond either, so I immediately had to restart, but then came up with the same error message.

did you inter-change the mouse and keyboard plugs? If you reversed them then you could have this kind of problem.
