Items that cursor hovers on get selected

I have a toshiba satellite laptop and it has this annoying habit of selecting items that the cursor just hovers over. I will move the cursor over a button and it will select that button, even though I didn't hit the select key or was just moving the cursor to a different button to select. The most annoying part is when I am typing a message and I lose the spot where I am typing because the cursor jumps to a different section of the page where the arrow was sitting and I am now typing in a totally different section.
I have already gone in and turned the hover feature off in the control panel, but the computer continues act as if it is still on.
