Computer Keeps Restarting

Turn my computer on, brings me to a pre-startup menu prompting me if i want to run my window with safemode on, safemode with network, safemode with something else, or the mode it had enabled where everything worked fine, or normally restart windows. Then it brings up the little Windows XP loading thing and resets after that, and on and on.

My friend has the same problem, when ever he starts windows he gets the blue screen. You probably have bad ram or even the port for the ram is broken try that if it doesn't work than I don't know what to do.
