You need to provide alot more information if you want a good answer.
What kind of modem is it? Is it a USB 3G modem or a DSL/Cable modem?
What is what saying? Is the error coming under network connections on your PC is it wireless? or LAN?
Easy way to see whats going on is open up Start/Run type "cmd" type ipconfig, you should see a list "default gateway , ip address, subnet mask they should have a IP address. If you type ipconfig and you get a message saying "media disconnected" it means either one of your LAN port or wireless card is turned off or faulty. If you get all 0's next to the IP address, subnet mask etc it means that the PC is able to connect to your modem but the modem is not providing the PC with IP settings
