Cannot Open Any Program on Vista

Anytime I try to open a program I receive a msg stating "Choose the program you want to use to open this file"....doesn't matter if it's IE, XLS, WORD, Anti Virus etc.........get this msg. Running Vista on a PC. Can't even pull up the MCAffe AV my wife downloaded. Any suggestions
