Black Screen when I start my laptop

what should i do to fix this, my hp laptop when i turn it on the screen turns black and then it makes a beeping noise. But after a lot of attempt it will start with the "run on safe mode" "run normally" screen options it says some thinkg like SORRY FOR THE INCONVINIENCE BUT THE COMPUTER IS TRYING TO PROTECT ITS FILES. The chances that i do log in i tryed erasing resent downloaded files and i run the norton antivirus, but no virus detected, only cookies but i fix everything. What can i do to make my laptop run right?
