Sorry to say but your system in infected with a Trojan Horse
I am having this problem also, but I believe it has something to do with the iDrive application I installed.
If you have iDrive on your system, the next time you start up your computer and have no icons/taskbar, hit Ctrl+Shift+Esc to bring up the Task Manager. Then delete the process iDriveE Service and your desktop should come back.
