Regedit is disable

regedit is disable by administrator.
i had followed all the steps
Start -> Run -> gpedit.msc -> User Configuration -> Administrative Templates -> System -> Prevent access to registry editing tools -> Right Click Properties -> Disabled
but the problem is i don't have this system option .
so what to do know .
plz help is out .
