Boot up problem with with my Inspiron E1505

Boot up problem with with my Inspiron E1505 laptop. Screen blackout, no DEll booting screen, but the fan and the harddrive were running. I tried swapping out and switching the SO-DIMM memory sticks (2 sticks) but no change or improvement. No LED lights on the DVD-Rom. What does that mean? Any solution? Is it a motherboard problem?
