If you haven't paid for & have activated & can use the internet on your phone, via which multimedia data transfers are done (which is via standard internet TCP [http or ftp], I'm edu-guessing), then your MMS messages won't go & they can't be received. Text goes via simple ASCII-based SMS; pictures & videos & sounds go via the internet's TCP protocol with your accompanying text piggybacked on.
Call your provider's tech support & make sure your account has a "data pack" option in force; when it is it would then be internet-capable (i.e., you can "browse the web" with your phone), if you're not sure. You might also have to activate (pay for) special things for the text messaging you're paying for your phone.
And also, as closeup22 said, your phone's MMS settings do have to be set correctly, once your phone IS internet-capable.
