This seems to be a common problem you see in Toshiba computers, and the the issue can be many different things. What model satellite do you have?
You can try this,
remove the battery, and power cord, press and hold the power button for about 20 seconds, reinstall the battery and power cord and restart the computer.

maybe the board is damage try to reset the board if theres still no appearance replace the board

Just to be sure its not a power connection problem, if you remove the battery and install the cord do you still have the same flashing light?

I'm assuming based on your previous answer that this is an issue with the DC-IN power jack on the system board and the system board connection.
When you plug in your AC adapter(no battery and with batter),does the laptop appear to be dead and there is no LED activity at all?
If this is the case the jack on the system board is broken. It can be repaired only if you have soldering experience. If the computer is under warntary I would suggest sending it back, you could also try to contact Toshiba. Also you could contact your local computer repair store and see if they are willing to repair the problem. Keep me up to date I will help out where I can.

Your hypothesis was correct. I asked a friend of mine to take it and he said the board was broken. :(

If it is just the power connection to the board the repair is fairly simple if you have a local computer shop or someone who can soder. If I remember correctly I still have the manual /pictures included to preform this repair on your computer, let me know if I can help ya any further mate.
