Internet Explorer is not working

Hello,
I recently updated my with Norton 360. Everything was working fine for about a week. My LAPTOP was trying to do updates but would not complete them. I turn it off and back on, everything comes up, shows a excellent internet connection, and show I am connected to the internet but when I click on internet explorere nothing happens. My Norton 360 trys to update but just continues to run. Nothing will let me access the internet. What could be the problem. Something is blocking me to access IE.

turn off your firewall in the norton and restart your pc
