My Toshiba laptop is not working

Hello,
It turns on but a black screen with options comes up. I have 4 options to start windows in. No matter which one I choose it goes to the loading screen then a blue screen which has some weird command prompts in the upper left hand corner, about 4 lines of commands, to quick for me to read it for about 2 seconds and right back to where I started..It does this over and over It will not go to the welcome screen at all.
Please help.

Hi there,
Take windows installation cd ,put in cd drive, reboot system and boot from the disk and make system repair fixing the required missing file needed for starting windows.
