Itunes wont open

Hello,

My itunes won't open everytime i try to open it, the agreement form pops up and when i hit accept my computer reads the the file may be locked or i do not have permission to use it. why does it do that? how do i fix it?

Please have the problem solved by removing the application and reinstalling it.
