My Sims 3 game laucher wont open?!! HELP!

Hello,
Ok soo I was installing some things from the sims 3 exchange and I didnt want to download the person anymore. so I wanted to exit the game laucher and it wouldnt let me
so I just clicked exit with the red circle over it and now it wont even let me try in open up the game laucher no more .....and I tried uninstallling it but it said I cant because the program is running when it's not....SOMEONE PLEASE HELP ME I LOVE MY BABY SIMS 3 GAME.:(

i would
1- restart computer (helps if it gets frozen shut)
2- if that doesnt work try to open task manager and close out of it there if it shows up
3- turn of your computer for about an hour- this helps it cool it down, especially do this if you've been running multiple programs.
4- if you have any mods then uninstall them all
