You should be able to hook the internet connection into your router, then both computers into your router, enable DHCP on the router and then set both computers to automatically detect settings.
I'm not sure how using a public IP address in a local Network would affect your connectivity, as your router would in this case just pass on connectivity to whatever ip addresses are in it's pool or whatever it limits itself to.
