Task bar is at the top of computer-can't drag

Hello, my task bar will not drag down. i also right ckick to unlock and then left click to try to drag down and it will not. help!!!!

To reset your taskbar to the default position automatically, click on the below

link and download the file.

Follow the instructions.

Note : It will close all open Windows Explorer windows when it runs.
