My laptop will not start in safe mode etc

Hello, when i turned my laptop on the other day it came up with safe mode,safe mode with networking,start windows normally. every option i click on will not start my laptop. can some one help me out? i do not have the money to get it fixed but am willing to give it ago my self. i am not bothered with loosing anything on my laptop. last time this happened my uncle wipep my laptop and started from scratch by clicking some buttons before the laptop booted up. how do i do this? thankyou. louise x
