LAPTOP IS FLASHING IT WONT WORK!

Hello, My laptop is not turning on!
I tryed to turn it on today and all it does is flashes black, white and blue :(
I phoned the DELL company but they said they would only try to fix it for $500.00 and I can't pay that, I mean that's half the amount I payed to buy the sinking thing, will someone please help!
