Keyboard/mous occasionally constanly going up

Hello,
By keyboard or mouse on my laptop (maybe both) at random intervals decide to continually go up (or less often from side to side)

I have tried using a usb keyboard but the problem persists

I have tried deleitng the keyboard driver but windows refuses to let me
