My dell 610 will not power up

Hello,
my dell 610 will not power backup with power lead in and battery removed or with juts the battery after power issue, if i unplug the battery and reseat it with power lead in all i am getting is a flashing battery green light has the board gone or is it some thing else that's easy to fix ????

Please give correct information on the issue,as per what you mentioned seems your battery is not good and needs replacement .
